      In collaboration with Kyle Schaefer, we founded the Central Indiana K9 Association (CIK9) with the mission to help enhance the training and care of Indiana’s active and retired K9 officers/Working Dogs and their handlers with a multi-jurisdictional plan. We plan to elevate the public awareness of the service of these brave dogs and foster a stronger affinity for the officer and units with whom the K9 officer serves. CIK9 is organized exclusively for charitable, religious, educational and scientific purposes under section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code.Our goals are to:  Establish The Shadow Fund, a medical grant program to provide financial grants for the benefit of retired K9s who have served the citizens of Indiana. Collaborate with multi-jurisdictional organizations to elevate training opportunities for Central Indiana active K9s in service to our citizens by building a permanent training site. Build a War Dog Monument to honor the service of these brave animals.Utilizing years of service in the non-profit sector, plus experience at strategic planning and program management, we have been successful in establishing the Shadow Fund and starting the Capital K9 Campaign to raise the necessary funds to build the permanent training site and monument in completion of our mission.

      As the Program Lead for the Benefit Accuracy Measurement (BAM) Program with the Unemployment Division, my responsibility was to provide program oversight and serve as the primary staff analyst and advisor to management on the effectiveness and efficiency of 11 states in the region. BAM is a Quality Control Program with required participation by all State Workforce Agencies in accordance with Code of Federal Regulations Title 20, Part 602.2. It required regularly scheduled reviews of the investigative process to ensure that all issues were properly identified, pursued and resolved to a supportable decision. Reviews were conducted on paid and denied Unemployment Insurance cases and required a working knowledge of state laws and Federal regulations to analyze and determine program compliance. In addition to case reviews, evaluation of status reports and data analysis was performed to assess and monitor program efficiencies and ensure region-wide consistency with program objectives.An example of an innovative solution to positively impact both workforce and economic development was best demonstrated by an "Internal Messaging Campaign" that I designed at the request of the Secretary of Labor for one of the 11 states we operated. This was done to assist with the delivery of the mantra "Everyone Owns Integrity." The specific state we worked with had an extremely high improper payment rate, close to 50% which equated to a loss of 50 cents on the dollar. The challenge was to decide what would be an effective platform for such training and the answer was using a UI Continuum. March 2012, this cutting edge program was delivered across the State workforce which became an important element of their UI Integrity Action Plan. They were successful in dropping their improper payment rate to approximately 23% at the end of calendar year.

      Communication skills are critical in any position and especially when serving in a leadership role. Here are three specific examples.o Outreach, promotional skills and public speaking: In 2003, I promoted the apprenticeship training model to the Harris County Hospital District regarding Certified Nurse Assistant apprenticeship in conjunction with a pilot site for the Council for Adult and Experiential Learning (CAEL) to build alternate training methodologies for the nursing career path. This became the first CAEL demonstration site in the nation. o Negotiation skills: In May 2001, I negotiated a Memorandum of Understanding (MOU) between a State Apprenticeship Council (SAC) and the Office of Apprenticeship (OA). The SAC was taking a hard stance against registered programs creating a crises situation for the Agency’s clientele. Despite the Code of Federal Regulations (CFR) 29/29.12(8) stating that reciprocity would be afforded to programs registered by other states or the USDOL except for those falling in the building and construction industries, it was my mission to insert a component into the MOU allowing for reciprocity of all registered programs as a measure of good faith. o Consultant and Research Analyst: May 2003, I provided guidance to the National Training Team in the selection of training providers for Consultative Sales Skills and Job Task Analysis which entailed:*providing well researched resources for consultative sales training and background information on the culture of the agency to include the experience levels and needs of the field staff, *working through the vision of the state directors and national managers to create a two week training effort, incorporating elements of succession planning, marketing, sales, and presentation skills, *analyzing the proposals presented to the agency through the National Training Team in selecting the best trainers for the staff.
