I first met Tara when I joined the U.S.Department of State Knowledge Management Community of Practice. Tara was one of the two leaders of the group. The group spanned across the State Department and consisted of hundreds of people. Tara excelled at running the group always having well thought out agendas and speakers. As an advocate for KM when the State Department Leadership started their Quadrennial Diplomacy and Development Review (QDDR) Tara advocated via the Sounding Board for the inclusion of Knowledge Management in the 4 year State Strategy, which got us a meeting with State Department Leadership, who decided to include Knowledge Management and Data Analytics in the QDDR. That led to the DMR Heather Higginbottom and Executive Secretary MacManus leading a Knowledge Management and Data Analytics monthly cross state meeting to highlight best practices and those who were leaders in KM and Data Analytics and also led to the DMR led Statecraft initiative which produced a redesigned State-wide Intranet renaming iNet to the Knowledge Portal, which I had the opportunity to advise the DMR’s staff on because of Tara and my efforts around KM. Tara, my and other change agents/innovators efforts caused IT Modernization at State and a new design of the State Intranet focused on Internal Communications and Dynamic Content using User centric design principals. So far what I was able to work on with Tara has been the highlight of my career and I can’t thank her enough for her insights and passion for KM, which had a drastically positive impact at State and in my career. I’d highly recommend Tara. She is a change agent, innovator, amazing person and truly cares about delivering a value add to her State Department colleagues and the larger community of Knowledge Management professionals.
