ETS used general observation protocols (Danielson's Framework for Teaching and the Classroom Assessment Scoring System (CLASS) measure from the University of Virginia) plus several content- specific observation protocols: one of which was the Protocol for Language Arts Teaching Observations (PLATO) from Stanford University PLATO focuses on fourth- through ninth-grade English/Language Arts (ELA) instruction and classroom practices that differentiate more and less effective teachers, as measured by their impact on student achievement. ETS identified Scoring Leaders who monitored rater scoring and helped enforce policies and procedures that ensure the quality and consistency of rater scoring. Raters viewed and scored videotaped lessons submitted by teachers using a series of indicators ranging from the teacher’s ability to establish a positive learning climate and manage the classroom to his or her ability to explain concepts and provide useful feedback to students.
