I was employee#3, Manager responsible to define technical organization structure and staffing for engineering and operations for the Ericsson AXE-10 international switch, micro wave radios, AT&T PCME/ECI DCME, billing server & PBX. I established the OMC according to the ITU-T. I selected and procured all test equipment. I specified the AXE-10 installation and facilities with oversight of building 11 meter earth station. I wrote the technical contribution to the business plan and reported to the CEO. After overcoming funding issues with the business plan released to investors, we achieved 2mil minutes/day of traffic 1994-1995, with limited resources. In May 1995 I was promoted to VP Engineering and Operations responsible for international network design, leased facilities, all technical infrastructure, direct operating agreements, national interconnect agreements. I developed a staffing plan to meet network growth with skill sets required for fifteen technical staff. Once approved, I searched and hired the candidates. I established 0&M routines, departmental areas of responsibility and interfaces between the technical organization towards marketing, international relations and national sales. I was a member of the management steering committee. I developed the capital and operating expense budget plan at $8 million USD. June of 1996 FCI acquired 60% of Tele8 and Aug of 1997 I moved to FCI Washington DC HQ. For the FCI-Tele8 organization, I worked with Nortel reviewing their off the shelf voice switch platforms for the business vision yet nothing worked until we agreed to develop the DMS GSP. 1998-1999 we deployed 15 Nortel GSP switches with ATM transport connectivity 12 switches where in Europe/Scandinavia and the remaining in the USA.
