      As Chief Executive of the North West Regional Development Agency (NWDA) Steven was responsible for budget of £1.2 billion over the next three years, assets of approx £2 million, 480 staff and an extensive remit encompassing the economic, social and regeneration development of England's Northwest. A £120 billion economy comprising of 7 million people. The Agency also had the responsibility for the production of the Regional Economic Strategy. In May 2006 the Agency received the highest grade possible following the Independent Performance Assessment carried out by the National Audit Office the Agency was described as ‘performing strongly’. In July 2010 the National Audit Office published a further report on the work and achievements of the NWDA and concluded that the NWDA had demonstrated strong performance in its prioritisation, improvements and performance management arrangements in the past 2 years. In July 2010 NWDA was reaccredited an IIP “Gold Standard” (held by only 1% of all organisations). . From the end of January 2011 Steven stood down from the Agency on an early retirement basis.
