I worked on a new feature product development where Steve took on the role of project manager for the cross-functional team. Because I had taken on new responsibilities after the project started, I found myself seeking Steve's insight in order better understand the "big picture." He had a clear understanding of the development processes, the teams involved, and the general trajectory of the project in a way that was refreshing. I knew that Steve either had the answer or wasn't afraid to tell me he that he would find out. He introduced no uncertainty on his part; opting instead to provide just the facts and seek answers where they were needed. This complements his skill in organizing the right meetings with the right people to move tasks forward in addition to his ability to manage risk registers at the core team level. Steve maintained a trajectory for a project with many risks and ambiguity that persisted due to the technical and research difficultly involved with the project. I've had the pleasure to work with Mr. Sandoval since he joined the SBIRS organization in Feb 2009. Steve has been a great addition to our team, bringing engineering skills, knowledge of hardware integration and testing, and a good grasp of production and operational processes to our organization. An excellent engineer, Steve quickly came up to speed on the HEO payloads, and factory processes. Not long after he joined our organization he was assigned to lead our top priority project, preparation and checkout of procedures needed to upload software to on-orbit payloads. Steve confidently and capably led the effort to ensure the program's first on-orbit software updates were accomplished with minimal impact to our customer. Steve led a multidisciplinary team of payload, thermal, software, operations, and systems engineers to ensure a thorough review of engineering procedures and validation plans required to perform the upload and checkout of a new flight software load. Additionally, contingency plans that would allow a return to the prior software baseline if required were developed and validated. Steve effectively managed the project schedule and customer expectations for this effort, and prepared and presented formal briefings to senior management for both Lockheed, and the Air Force, obtaining their approval to proceed with the uploads. While continuing his support to the HEO Payload Steve also supported the first SBIRS GEO launch, where he has capably provided 24/7 support to identify and resolve technical issues relating to our newest payload. In October Steve was selected to lead the sustainment effort for the GEO satellite for the Flight Operations Support team. Having demonstrated excellent leadership and technical skills, Steve is well regarded by his peers, management, and the Air Force Customer, and is a real asset to our team.
