      I provide expert advice on the Australian Government Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and other environmental issues (approvals, compliance, environmental impact assessment methodologies and strategic assessments). This includes assisting clients with interpretations and variations to approval conditions and in approaches for strategic assessments to meet Commonwealth requirements. I have extensive experience in undertaking environmental impact assessments and major project approvals under Australia's national environmental law (EPBC Act). I worked as a senior director with the Australian Government Department of the Environment from 1985 to 2013. As Director of the EPBC Act Referrals Section from 2000 - 2007, I developed and implemented the current referral administrative process for decisions on significance under the EPBC Act. I oversaw and made recommendations on whether proposals should be 'controlled actions' for over 1000 referrals. I have extensive experience on the 'do's and dont's' of preparing referrals, and in dealing with the Department of the Environment, to minimise risks of surprise decisions and to deliver the best project outcome. I was Director, EPBC Act Compliance Section from 2007 - 2010 and can advise on compliance risks and management actions to deal with these risks. From 2010 to 2013 I was Director EPBC Act Strategic Assessments and can advise on options for strategic assessments and approvals under the EPBC Act. I successfully completed six strategic assessments under the EPBC Act, including the Western Sydney Growth Centres, Melbourne growth corridors, urban expansions in Canberra and irrigation development schemes in Tasmania.
