      Program Manager for CBRN Operations at United States Northern CommandProgram Manager for Chemical, Biological, Radiological, and Nuclear (CBRN) Response for United States Northern Command (USNORTHCOM), the Department of Defense (DOD) Combatant Command responsible for homeland defense (HD), civil support (CS) and security cooperation for the United States, Canada, Mexico and portions of the Caribbean. Hired by the USNORTHCOM J3 Operations Directorate to lead the effort to implement the new 18,000+ troop DOD CBRN Response force construct called the CBRN Response Enterprise to capture the dual federal-state response force construct. In consultation and coordination with the National Guard Bureau, State National Guard forces, the Departments of the Army, Navy, Air Force and Marines, and federal interagency partners such as Department of Homeland Security, the Federal Emergency Management Agency and the Environmental Protection Agency, developed a national implementation plan to synchronize tasks and activities to transition to the new CBRN Response Enterprise by October 2011, with full operational capacity by October 2012. In December 2010, the National Security Staff (NSS) tasked DOD to analyze how military forces could best support local, state and federal Medical Countermeasures (MCM) Distribution and Dispensing operations in the aftermath of a biological attack, plague or pandemic influenza. Led the USNORTHCOM MCM planning effort to create the USNORTHCOM MCM plan describing how DOD would conduct the MCM mission in support of federal and state civil authorities. Coordinated the planning process across DHS, HHS, CDC, FEMA, DOD, the NG, and with several state and major metropolitan area emergency managers and public health officials. In June 2011, briefed the NSS at the White House on what the Assistant Secretary of Defense called the best interagency coordination DOD has ever executed.
