Established program policy and accountable for the execution and analysis of $1.7B in Operations and Maintenance Army Reserve (OMAR), $2.1B in Reserve Personnel, Army (RPA), and $2M Research, Development, Test, and Evaluation (RDTE) appropriations using various financial management execution systems. * Delivered immediate and direct emergency financial management support to Puerto Rico, 1st Major Subordinate Command (MSC) during Hurricane Maria with over $500,000 in life support for 700 citizens, literally a life and death situation. With an unfortunate immediate hostile environment, a trained and armed mobile pay team of 8 personnel deployed to Puerto Rico where they financially supported logistical and subsistence crisis requirements. * Transformed an adverse culture, exposed and corrected a lack of financial management knowledge throughout a 195,000 personnel structure which had contributed to over 15% of accounting transactions being in error and over $20M in lost resources. Directly responsible to the Commanding General (CG) as the Command's Senior Finance Officer with accountability of $40M supporting 7,100 Soldiers in 22 States conducting intelligence missions throughout the globe. Supervised 15 senior military, civilians, and contractors adhering to agency policies in performing employee supervisory responsibilities, and was the leader for 7 Executive Officers. Analyzed impacts of major legislative or programmatic changes on budget systems. Guided and advised financial managers in the formulation of budget year requirements. Interpreted and implemented planning and budget guidance from senior organizations to include OMB. Established program policy and accountable for the maintenance of accounting transactions in the integrated General Fund Enterprise Business System (GFEBS).* Identified a solution to fix an extremely out of tolerance “planned to actual” execution variance rate of 30%, the standard was 10%. As project manager, I work directly with a computer engineer and developed an automated projection tool which captured and tracked resource projections and expenditures. This accountability tool solved our problems and was then used by several external organizations as a model to build their budget formulation and execution operations.* Spearheaded the development and design of a leader’s budget guide, a first ever for the organization; I then used as an instructional tool for over 300 personnel: senior managers, financial managers, and senior executive level officers. This greatly improved financial processes focusing on best practices, active communication, definitive estimates and cost management saving over $2M. This became the model for our financial operations and was also used by several external organizations to build their budget formulation and execution operations.

Executive Officer: * Expanded the military’s outreach program, singlehandedly led a highly successful Army outreach opportunity to the National Training Center (NTC) for 18 Chief Financial Officers (CFOs) of Fortune 100 companies, an event like this was the first ever for the organization. Supported our $35B PPBE process providing guidance and support to Division Chiefs.Supervisory Budget Analyst:* Established strong and critical professional relationships with the Army Budget Office (ABO), the Office Secretary of Defense – Comptroller (OSD-C), the Government Accountability Office (GAO), and Congressional staff which significantly contributed to a 92% funding rate which was absolutely critical during a time of war efforts that surged and then their winding down with the conversion of contingency resources. Budget Officer / Auditor: * Highly noteworthy accomplishments recognized at the most senior level of the Army, awarded the 2006 Assistant Secretary of the Army (ASA) Financial Management & Comptroller (FM&C) budgeting award, selected as the Army’s "Top Analyst" (a pool of several hundred analysts eligible).Program Analyst: * Orchestrated and led the development of a resource management database which significantly improved the capturing of resource requirements for the Army’s Combat Training Centers (CTCs). This was a 100% improvement, not only replaced a manual system, but significantly improved our budget formulation capabilities for proficient cost management within the PPBE process, over $1B.Commander:* Led a finance detachment of 31 personnel that mobilized in support of Operation Joint Endeavor to Bosnia. Accountable for a $5M U. S. Treasury account supporting operations throughout Bosnia, Croatia, and Hungary. The Senior Commander noted financial accountability as the best he had observed in his 22 years of service.
