Analyzed impacts of major legislative or programmatic changes on budget systems. Guided and advised financial managers in the formulation of budget year requirements. Interpreted and implemented planning and budget guidance from senior organizations to include OMB. Established program policy and accountable for the maintenance of accounting transactions in the integrated General Fund Enterprise Business System (GFEBS).* Identified a solution to fix an extremely out of tolerance “planned to actual” execution variance rate of 30%, the standard was 10%. As project manager, I work directly with a computer engineer and developed an automated projection tool which captured and tracked resource projections and expenditures.
