Instrumental in leading numerous changes including mentoring multiple new executive staff and Board members, creating $8M pension debt savings thru successful pursuit of pension obligation bond, leading effort to implement regional call triage & priority medical dispatch, doubling ambulance revenue over 5-year period, converted ambulance service staffing to eliminate subsidization, improved diversity of workforce, updated response time standards to align with recognized standards, implemented shared positions with Fallbrook Regional Health District, fully consolidated local Volunteer Fire Dept. into District operations, successfully closed community fire station- redeploying existing resources, implemented new mission, vision & value statements, created internal efficiencies to fully fund Capital Equipment & Facilities Plans, obtained multiple grants in support of fire, rescue, and ambulance services.

Providing daily leadership for 'A' division, overall management of day to day operational activities, duty Chief and Strike Team Leader responsibilities, and general oversight of an ALS transport EMS delivery system, to include budgeting, EMS billing and records management, quality improvement, continuing education, risk management, and employee health. Directly involved in strategic planning, budgeting, grant writing, employee development, and promotional activities. Developed collaborative partnership with CERT and Healthcare District to deploy multiple AEDs and provide community wide CPR training. Have served as IA Type III IC on 2007 Rice Fire, and mentor for multiple Strike Team Leader Trainees.

Responsible for general oversight and implementation of all fire prevention, investigation, community education and code enforcement activities, as well as fire code development. Created Vegetation Management Officer position and Community Wildfire Protection Plan. Led department's ISO evaluation, improving community's rating from a '5' to a '3'. Served among initial membership of North Zone Regionalization Task Force.
