I am working full-time investigating the water and energy justice conflict along the Pilmaiquén river in Chile between Mapuche-Huilliche communities and the Chilean state and other foreign corporations. This project is an attempt to holistically comprehend the intersecting layers of this conflict, to ultimately make tangible change in transnational understandings of energy. Because the case is so multifaceted, I will be asking the following questions, leaving room for other veins of inquiry as they may arise. How did we arrive at this energy/land rights landscape in Chile? What differences are seen between Mapuche and Western conceptions of energy? And how can we make these conceptions of energy valued and accessible to the greater public? By doing so, I will develop a greater understanding of the legacies of colonialism and racism in the making of energy landscapes in the Southern Hemisphere, work with and for Indigenous communities to advocate for their territorial rights on the global stage, and imagine a radical path forward where energy systems move beyond the Western paradigm to bring about true energy justice. I am working on a research project titled "Mapuche movements: Understanding Indigenous resistance to dams in the Patagonia."The goal of this project is to analyze the location, scope, and scale of Indigenous resistance to dam construction across the Patagonia region of the Andean mountains. Despite their importance to livelihoods and ecosystems, Andean rivers are continually threatened by large hydroelectric dam projects, which disproportionately affect the distinct Mapuche tribal groups of the area. However, these planned constructions have been met with fierce opposition from local groups, who have had varying degrees of success in halting new projects. By cataloging and classifying the diversity of opposition movements, the efficacy of certain forms of protest will be situated in their specific geographic context to eventually be compared with similar resistances across South America, where anti-dam social movements have been active for several decades. These movements can then be contrasted to other forms of Indigenous resistance across the globe to strengthen world-wide environmental justice movements. The study will adopt a political ecology framework - which emphasizes multiple actors in environmental conflicts, attention to multi-scalar analysis, and a focus on power relations- to analyze a variety of sources (e.g., websites, government reports, newspaper articles) to gain insights into the origins, viewpoints, and strategies of each of the movements. Other methods of data collection and analysis include: potential interviews with members of the affected communities and other actors, and the use of GIS software to visualize the affected dams and moments of resistance across the region.
