Monthly, quarterly, and annual reconciliation of contract funding, actuals to date, and open commitments for National Nuclear Security Administration (NNSA). Annual budget for the NNSA support at NETL is approximately $18 million per year. Creation of Annual Cost Plans for multiple activities. Activities total about 16 million a year. Activities include research efforts related to Unconventional Fossil research, Offshore research, and Natural Gas Hydrates. Provide budget/actuals for Cost Analysis in the PMP and subsequent Quarterly Reporting Requirements. PMPs and Quarterlies are distributed by DOE to the Strategic Center for Coal and Strategic Center for Natural Gas & Oil. The cost analysis is also used to determine future Fiscal year spending of the activities. Creation of WBS structure for yearly plans. Supported establishment of baseline schedules for each activity using Primavera Software. Maintain schedules for each activity. Created/supported creation of several tools to be utilized by URS personnel as well as Client (DOE) personnel in determining Fiscal Year budgets. FY 13 Budget Estimation Tool & Basis of Estimate Tool. Support Finance with annual Assessment of Clin. Utilized to determine Fee Awarded to URS for the RES contract. Creation of spreadsheets / macros utilized by fellow Cost Engineers in performing analysis of the contract and activities. Support Client (DOE) Division Directors with monthly analysis of activities and any modifications to the scope that may impact the annual budget. Reconciliation of monthly billing with corporate finance (used for monthly accruals and NETL reporting. Determination of Subcontract Value/Funding levels and processing of incremental modifications to both. Review of monthly reports with activity leads ensuring that information reported to NETL matched worked being performed Reconciliation of subcontractor information to determine spending, actuals, and open commitments.
