It's membership of over 140 organisations comprises most of the island's leading Contractors, Consultants, Supplier / Providers, and Clients. The Council was established in 2004. The Council's main aim is to ensure that the voice of construction is heard: by the public, by other sectors of the economy, by the Government, and by other stakeholders. Membership of the Council is open to any Jersey-registered firm, sole trader, or (in the case of partnerships) individuals either operating in the Jersey construction Industry or reliant upon the Jersey construction industry for some of their business. The Ministry of Defence (MOD) presently source over £20bn-a-year of goods and services that are used to support our armed forces. The majority of this spend is managed by Defence Equipment and Support (DE&S), the MOD-owned delivery agency that is based at Abbey Wood, near Bristol. Routes to Market (RTM) is a strategic change management programme that, when implemented, will result in a step-change in the approach to the sourcing of the equipment and support sourced by DE&S as well as the realisation of financial and non-financial efficiencies across all areas of the acquisition process. RTM comprises six 'building blocks', each of which focuses on a specific stage of the sourcing and acquisition process. The Sourcing Council and Assurance workstream is focusing on one of the 'building blocks' and involves: - helping the customer implement processes to better define their requirements during the pre-sourcing process; - implementing an intelligent, agile and dynamic sourcing council that will assist with delivering a strong endorsement of commercial (and other) strategy; and - (working closely with colleagues in Defence) to develop and implement a modern assurance and approvals framework that is more proportionate to the level of risk associated with the acquisition. RTM is being delivered by Paragon Commercial Delivery Partner, a joint venture between Mace Limited and Turner and Townsend Limited. ONS is the UK’s largest independent producer of official statistics and is the recognised national statistical institute for the UK. It is responsible for collecting and publishing statistics related to the economy, population and society at national, regional and local levels. It also conducts the census in England and Wales every ten years. ONS plays a leading role in national and international good practice in the production of official statistics. January 2015 saw the closure of the Beyond 2011 programme and its replacement by the new Census Transformation Programme (CTP). Following acceptance by the Government of the National Statisticians recommendation, the vision for the programme is to make the best use of all available population data to help shape tomorrow. The CTP will now take forward the implementation of this vision. As Interim Head of Commercial, my responsibilities are to lead on the assembly of the Programme Procurement Strategy and Commercial Case of the Outline Business Case for the CTP. This includes: • Sourcing and assembling a team of procurement and supply chain management professionals capable of delivering the programme procurement and individual project procurement activity associated with the CTP, in line with the programme schedule and affordability constraints; • Developing the packaging strategy for the delivery of the outsourced elements of the CTP; • Undertaking market engagement with the general and targeted (specific) supplier marketplace to identify those suppliers capable of delivering the individual packages; • Assisting the wider organisation with developing its priority themes for CTP and the procurement activity, and developing the balanced scorecard; • Managing the development of the contracting strategy for the delivery of the CTP; • Undertaking stakeholder engagement with internal and external stakeholders throughout the development of the programme procurement strategy and outline business case.
