      The Public Action project implementation of its mandate in Strategic Communication for water, energy and solid waste, is primarily implemented through a grants program favoring NGOs but also providing grants to select private sector implementing organizations. These grants cover a wide range of behavioral needs but have been systematized into a sequential implementation by PAP. For example a number of grants are directly focused on improvements directed at school-age children, but address systemic weaknesses, such as teacher pedagogical skills, or school-community outreach efforts, or enhancing pre-service education for Shariah teachers. Collectively these will all impact the school system and school-age children. Similarly a number of grants are being provided that address the summer weaknesses of the utilities in informing the public of the need to conserve. The timing of such grants is crucial to developing the various products that will address the segmented public. Because of the weaknesses noted in PAP’s earlier research on the NGO community in implementing communication and behavior change programs, the grants activities will be tied, in Year 3 as in Year 2, with considerable greater levels of mentoring, training and guided practice. In this regard PAP, therefore, is more a capacity-building project for behavior change, than a direct implementation project.
