• Perform senior-level financial review and analysis of accounting, budgeting, auditing or fiscal data in accordance with general accepted accounting principles, governmental auditing standards, budgeting guidelines, statutes or regulations. • Process and review cost recovery documents – including consent decrees, agreed orders, site logs, etc. – for accuracy to ensure fiscal accountability. • Interpret and apply Generally Accepted Accounting Principles (GAAP) OFM State Administrative and Accounting Manual (SAAM) and agency/departmental policies and procedures. • Ensure compliance with Washington’s cleanup law – The Model Toxics Cleanup Act, Consent decrees, Agreed orders, Enforcement orders in the cost recover of remedial action costs. • Prepare journal voucher recording receivables and compounding interest on delinquent cost recovery accounts. • Identify accounts for long-term receivable or doubtful debt reclassification. • Monthly fund reconciliation and quarterly reporting to stakeholders. • Proactively monitoring contracts/grants/loans for potential issues such as agreement balances and end dates. • Use financial systems and software, queries financial data to prepare monthly journal vouchers for reallocation of costs and/or distributing direct and indirect pooled costs incurred by the agency. • Track predictable monthly recurring payments and submits monthly accrual information by deadlines.
