Scot is a DYNAMIC and KNOWLEDGEABLE asset management engineer! He is key player to help state and local governments embrace the asset management decision making framework process. He is amazing in how he works to help highlight both the significance of infrastructure as an investment, and to identify the cost-effectiveness of systematic condition and performance monitoring of maintenance programs. I have worked with Scott and watched him provide this timely information and "what if" analyses in which government agencies and private commuities need to justify funding, and to make cost-effective resource allocation decisions about their high capital-cost assets. Scot has been an great mentor in my life, and has re-enforced to me the importance of why pavements and bridges are the "big ticket" capital outlay assets in a system network. How we manage these assets, and utilize strategies of efficiencies; largely depends on how we preserve the infrastructure. Scott is a master of identifying cost-effective construction and preservation activites of maintenance, rehabilitation, and replacement of roadway assets. I highly recommend Scot services to help you implement an asset management system which will end up being a key strategic approach to better manage your transportation infrastructure. He understands how to provide a systematic process for maintaining, upgrading, and operating physical assets cost effectively. He has taught me that reactive strategies are not effective and sometimes visual inspections are not enough. His approach to asset management will help you develop an effective work plan and budget to maintain, repair, or replace your assets effectively and at the appropriate time. You are lucky if you have the chance to rub shoulders with this great man. He is fun, energetic, wise, and a great friend!
