Barry G. Shelley
Sarah is a very bright critical, creative, and strategic thinker. At Oxfam, where I was Sarah's manager, she was engaged in long-term vision-setting and strategic planning; program design, implementation, and evaluation; and research design and analysis. In all those areas, Sarah made significant contributions, often proposing new ideas, raising insightful questions and concerns, and doing relevant meticulous analyses on her own that led more than once to revising our strategies. I was particularly impressed with Sarah’s participation in a three-year, complex research study on the household impacts of certain kinds of rice production in Haiti. Oxfam’s partners in this study were the Agricultural Economics Department at the University of California at Davis, and the National University of Haiti. Sarah more than held her own in discussions with highly accomplished academic researchers on design, analyses, and interpretation of results. Sarah is an excellent communicator. She has demonstrated in her drafts of program and grant proposals, informal literature reviews, event organizing documents, and regular email communication that she is a clear, succinct, and articulate writer. In her role at Oxfam Sarah was always very well-organized, carried out her responsibilities competently and independently, and could always be counted on to manage a complex initiative without close supervision. Her work ethic and integrity are above reproach. I was fortunate to have Sarah on my team. International development and social change is a vocation for Sarah, not simply an interesting career. She is tenaciously motivated by her experience on the ground in Haiti and other parts of the Global South, her commitment to human rights and justice, her deep compassion for those who are poor and oppressed, and her sense of non-paternalistic solidarity with those people.
