      I am excited to announce that I have joined the Provost and Pritchard Consulting Group! I will be based out of the northern California office here in Sacramento and will be supporting the many offices of P&P throughout the Central Valley, including but not limited to the Sacramento, Chico and Modesto offices! I look forward to continuing to support agriculture and apply my experience in disaster response, mitigation and recovery and flood control to current and future P&P clients. As a native Californian and observer of recent natural disasters in our state I remain passionate about leveraging my experience in water resources engineering and grant management programs to help communities fund and implement innovative changes to promote community resiliency and combat current/future climate variability.       During my tenure at Dewberry I supported multiple service lines including engineering, environmental, hazard mitigation and disaster recovery. Much of the support I provided was in-line with my prior water resources experience and allowed me to expand my project management expertise. I also gained experience in flood related water resources activities and obtained my Certified Floodplain Manager certificate. New experience gained through my work at Dewberry includes my work for FEMA HMTAP Non-Disaster Grant EHP Technical Support where I managed and provided environmental and historic preservation (EHP) technical support to FEMA Region 9 for $5 million dollars in task orders over the last 4 years. As the lead of a multidisciplinary team we performed compliance reviews for Hazard Mitigation Grant Program (HMGP) projects under FEMA’s Hazard Mitigation Assistance (HMA) program. The technical support provided under HMTAP for these task orders extended to CA, NV, AZ, HI, Guam, and CNMI. I was also primarily responsible for the proposal development including approach, scope and project budget for 4 of the 5 task orders Dewberry won in Region 9 under HMTAP during my tenure. I continued increasing my knowledge of FEMA programs by supporting the DR 4407 Logistics Construction Support Contract for the Paradise - Northern CA - Wildfires as a Construction Inspector and Engineer. I was intermittently deployed to oversee construction and installation of temporary housing for FEMA’s manufactured housing units (MHUs) program following the wildfires under DR 4407 for 8 months in 2019. Responsibilities included review of contracts and subcontracts, construction inspection, coordination with specialists performing NEPA and Section 7 field work pursuant to environmental monitoring requirements, compliance review and auditing of contractor schedule, documentation and billing.       I was a member of the MBK water rights/water supply project team for over 9 years. Areas of expertise are similar to those I currently identify with added emphasis in integrated water resources planning including the development of agricultural water management plans, and groundwater management plans. The first half of my career with MBK focused on the Sacramento Valley, including the development and execution of the Cooperative Measurement Study and Sutter Bypass Flow Study. In addition, I facilitated water transfers to agricultural, urban, and environmental water uses. I supported expert witness testimony during the Wanger hearings in support of the Sacramento River Settlement Contractors. In addition, provided support and documentation for Petitions for Change, Water Right Applications, Water Transfers (both permanent and temporary) and proceeding to License on one of the most complex water right and accounting systems within California. For the next stage of my career with MBK I was an integral member of the team to work on and develop the On-Project Plan and subsequent environmental document for the Klamath Water and Power Agency/Klamath Water Users Association as outlined in the Klamath Basin Restoration Agreement. In addition, I provided support and input to expert witness testimony in support of the Klamath River Adjudication and subsequent Petitions for Stay along with 2001 Klamath River Takings case. During my work efforts in the KIamath Basin I developed Agricultural Water Management Plans pursuant to the state of Oregon and USBR requirements and Groundwater Management Plans pursuant to California AB 3030 and subsequent legislation.
