In this current position, Mr. Chuen made major contribution to revamp the University's resource allocation mechnaism, produce long-term financial management strategies, review of the University’s financial and budget management policies, procurement policy and guidelines, fixed asset management policy, investment objectives and guidelines and to the development of a delegation of authority schedule. In 2014, he worked closely with the academic colleagues to revamp the University’s tuition fee policy to help reasonably secure resources for the long-term sustainability of the University’s academic programmes and the other essential support activities. Underlining the above contribution is his effort in instilling a cost control culture in the University, which is vital to the success of a self-financing educational institution. Most recently, he has managed a change process to revamp the University's budget management framework and provided enromous inputs to top management to develop business strategies for the coming 10-15 years.
