  Within the first two months of the program, performance brought the State of CA into compliance with federal timeliness requirements. Developed program from initial start-up hiring and process development through full implementation. Oversaw all operational aspects of the program and the clinicians who conduct MH evaluations for individuals in skilled nursing facilities; evaluations provided recommendations for care and identified whether the placement is the appropriate and lowest level of care suitable to the individual's needs. This is a statewide program under contract with the State of CA Dept of Healthcare Services, responsive to all individuals with MH conditions who are placed in Medicaid-certified facilities, with an anticipated referral base of up to 15,000 annually.

  Oversaw all operational aspects of the external quality review of 56 County Mental Health Plans annually. This included onsite reviews of MHP service delivery, informed by data, MHP documentation, and stakeholder input. Began as a Lead Reviewer responsible for planning, conducting, and reporting findings for reach review. Promoted to leadership position responsible for overseeing administrative functions and the Lead Reviewers, with final review of all reports produced for delivery to the State and County, as well as public posting on a website for accessibility to involved stakeholders. Created and oversaw process which resulted in 100% timely delivery of reports.
