      Mr. Payne provides project management support to multiple Video Teleconferencing (VTC) projects. He develops and manages schedules and financial budgets. He also provides technical support to VTC and audio/visual events in scheduling, set up, and testing/troubleshooting of events. He implements procedures and policies. Mr. Payne provides senior level engineer support for the implementation multi-class video systems technology, including broadcast quality technologies, video capture, recording, and playback, video switching and A/V systems control technologies, and video display technologies. He performed designing and engineering duties to include, but not limited to, attending site surveys, developing cost estimates, creating flow diagrams for cable runs, programming VTC systems, building and testing racks, developing and executing test plans, and developing power requirements.
