I had the opportunity to work with Samir during my time at Bakcell, when he was responsible for the network roll out at the technical department. Network performance has always been a key factor in the marketing performance of a telco operator, and during that time Bakcell needed a boost in the network performance in order to change the market perception. Samir was playing a key role in that period being responsible to deliver new network roll out which was directly contributing to improvement of network performance on the long run, especially in period when data usage was booming on the market and capacity was crucial. Samir and his team were working very closely with the commercial team to identify the market needs and plan accordingly the network roll out. His technical knowledge, people management skills and excellent project management ability was crucial for delivering high quality network, proper coverage and optimization of resources. During that period Bakcell managed to obtain the "P3" Best network scores, which was an excellent technical achievement and great marketing tool, and Samir with his team highly contributed to that success. Samir has excellent communication and management skills, great team player within the organization, always able to deliver high quality results, and deliver on time, especially having in mind the complexity of the projects he was running. I would highly recommend Samir to any organization looking for a great team player, with technical knowledge, excellent project and people management skills.

I’ve had the pleasure of knowing Samir for several years while we were both working for Bakcell/Azerconnect. Samir was leading the Rollout Projects function within Azerconnect Network Division. He was managing strategic rollout and deployment projects initiated by the shareholder mobile operators. During this period I observed Samir as an inspiring leader and a good communicator. He has a deep understanding of telecom technologies, and project management. I was particularly impressed by Samir’s ability to stay calm in stressful situations.
