I am constantly amazed by Sam's ability to retain everything he hears and reads, to quickly understand and develop system requirements, and to fully understand the hurdles faced by the UIM project. His excellent problem solving skills, his attention to detail (especially in gap analysis) and his desire to provide quality work has helped to bring the project closer to implementation. Facing continuous law changes throughout the modernization project, Sam continues to be successful in project managing the changes.
