BACKGROUND: In 2003/04 the Department of Health introduced a new payment system “Payment by Results” to the English National Health Service (NHS). Under Payment by Results healthcare service providers are paid according to the number of cases they treat at a nationally fixed price per case. Clinical codes are used to record diagnoses and procedures carried out on patients. These clinical codes are then used to calculate the cost of care. However, inaccurate clinical coding and cost group allocation can lead to overpayment or underpayment to healthcare service providers.AIM: The objective of this research project is to create data mining models to forecast and monitor the NHS Stoke on Trent data warehouse for changes in clinical coding activity.METHOD: Use literature and historical data to, 1) Identify reference points in time that trigger coding anomalies in the data warehouse 2) Identify error prone, target datasets in the data warehouse. Once key reference points and datasets are identified, explore the data warehouse to analyse the coding and data anomalies. Create data mining models to monitor data anomalies in provider submitted data and to forecast changes in data and coding patterns at given future reference points.OUTCOME: The creation of the above data mining models will help the healthcare commissioners to monitor clinical coding activity and minimise errors.
