Bill DuBay
I worked with Russell both when he was a developer and later when he became my supervisor. From day one, I was always impressed with his professional demeanor and his ability so solve complex programming challenges. In fact, I was envious of the fact that our boss at that time entrusted him with the most highly-utilized and complex applications to come out of our shop. He and I worked more closely together a few years later when he became my direct supervisor. We worked together on building apps with technologies that were new to both of us and it always felt like I was working with someone who I could trust and whose knowledge I could lean on when my own was lacking. I currently work in another department, however to this day, I ask myself daily at work, "What would Russell do," because today I strive to conduct myself with something similar to the way he does. Not only a strong developer but a great leader, I'd highly recommend Russell in any type of leadership role.

I worked with department liaisons to develop/maintain custom applications for many of the departments throughout Shasta County. Some of these applications included Time Accounting, Billing applications for several departments, a C-IV Interface with the State, Check Reconciliation, a Ticket/Request system for viewing/managing incoming IT Incidents and Work Orders and the County Phonebook. I also helped maintain the SQL databases for all the applications for which I was responsible. All of the applications were web applications and were written in .NET (mainly VB), but I also developed custom controls/modules for our CMS, Sitefinity, which were written in C#. I was also an administrator for the version control software, Perforce. I handled backups, Perforce updates and security issues. I was also on the development team for our in-house .NET based framework, which was used by our custom applications to handle security and common functionality. I was also often relied on to help team members develop their UI, layout and solve usability issues for their custom applications. Show less

I worked with County departments to create and update their internet/intranet sites to allow for easier access for their users. I also created logos for departments and agencies in the County. I oversaw the training, web content and media for all departments' internet and intranet sites. I also developed the Content Management Systems that every department in the County uses for maintaining all of their web content. In addition, I am part of our development team and specialize in UI design and layout for the custom .NET applications developed for our departments. Show less
