      The Director of Finance is appointed by the Board of Supervisors. As the Chief Fiscal Officer, the Director of Finance maintains the accounts of County government, the County’s school districts, and many of the special districts within Marin County. The Director of Finance also administers the County’s major financial, budgetary, payroll, fixed asset and tax apportionment/collection systems.Roy Given is known for his financial and investment expertise, commitment to customer service, and results-driven attitude. Given has a long history with the County, having served in a variety of financial and leadership roles. He began his career as an accountant in the Auditor Controller’s office in 1990, rising to the Chief Deputy position in 2000. Over the next 10 years he served in the number two position to the elected Treasurer-Tax Collector-Public Administrator-County Clerk, Michael Smith. In January 2011, Given was responsible for day-to-day operations of the Department of Finance until beginning his new role as Director of Finance in October 2011Given's achievements include directly managing $800 million deposited in the County treasury for the County, schools and special districts, and maintaining the County’s AAA investment fund rating on the County Treasurer’s Investment Pool.He is also responsible for billing and distribution of all Marin County property taxes. He improved customer service through the implementation of a combined Assessor and Tax Collector public counter to provide a “one-stop” shop. Given currently serves as an alternate board member for the Marin County Retirement Board and chair of the County’s 457 Deferred Compensation Program.
