The business was originally established in July of 2011 by Ross & John Jutras-Minett as Devel-Options, in response to a growing demand in specialist consulting services relating to urban infill housing and mixed use property development. As a consultants we assisted clients in sourcing and evaluating property development projects sites, providing services in cost feasibility and due diligence as well as delivering property development management from start to finish. Density Alliance did not do business within the City of Nedlands. Ross has not been involved in the operation of the business since July 2019. The final projects including the assistance of project management of an apartment building in Maylands and several development approvals in short term accommodation in 2017-2019z Ross utilises his knowledge of property development to evaluate appropriate and well designed development taking into consideration community concerns and operating within the code of ethics of the Planning Institute of Australia as Certified Practicing Planner.

Working for one of Perth's fastest growing urban fringe councils I was responsible for leading a team of strong team of statutory planners. The team as part of my leaderships developed policy for residential development and infill housing associated with the City’s Local Housing Strategy as well as policy relating to Places of Worship, Retention and Upgrade of Grouped dwellings and Short term accommodation, Child Care centres and Design Advisory Committees. During my tenure I developed and implemented a Planning Mentor program, encouraging leadership and growth in individuals and as a team. As the Urban and Regional Planning expert I worked together with the Managing Director establishing the Planning and Developments division. This division provides the services of planning due diligence, expert site selection based on zoning principles and long term planning outcomes. Through project management a client was taken through acquisition, financing, building and site design, planning and building approval and construction management as well as property syndication. It was my role to provide professional advice to clients, navigate urban and regional planning due diligence items, as well as coordinate the planning and design elements of the project up until construction phase.

Urban policy analysis. As the qualified urban and regional planner I participated in the collection of data for the project smart cities healthy kids. The study funded by the Heart and Stroke Foundation of Canada analyses how neighbourhood design affects childhood physical activity levels. We investigate how the urban planning of the City of Saskatoon affected the behaviour and activity levels in children. We also used research tools to provide quantitative and qualitative data to support our analysis. The urban planning analysis focused on how planning bylaws affected overall design and relation to the research tools and results of the data collection.

As the Managing Director of TPC Urban we specialised in property investment and development solutions for infill housing and small subdivision projects. In this role I championed restrictive covenant removals where conflicting with local town planning scheme zoning. In particular in areas of Gosnells and Armadale where developers were placing non binding restrictions on land owners we applied covenant modification techniques to then allow land owners to develop to the highest and best use allowable by the Planning Scheme.
