• Led the execution of an aggressive, fast-paced, program that drove meaningful agency wide change including the first ever data-driven, online and open-to-the-workforce database describing all 8,500+ civilian positions, the skills needed for each position, and a mechanism for employees to gain skills needed for future positions and to signal that interest. My work on this program demonstrated ability to establish, adapt, and continually examine program regulations, policies, structure, resources and performance to implement an organization’s mission, strategic goals and vision• Drove delivery of the NGA Director’s number one strategic priory for the Agency in 2015 to help enable the NGA Strategy. The Mission-Talent Alignment (MTA) program encompassed a multi-faceted strategic initiative created to adapt the agency’s employees’ capabilities and competencies to the rapidly evolving mission, thereby enabling them to serve customers more effectively and align the workforce to customers’ needs. To jumpstart the program, the director created a small, 18-month program management office.• As the hand-picked agency lead for identifying and delivering mission requirements, led the effort that established and implemented unprecedented changes in two key strategic areas: defining the talent and skillsets needed to accomplish NGA’s mission and driving comprehensive, integrated, and transparent decision making to improve culture and workforce processes. • Executed a successful program by creating shared vision and getting buy in from the financial, human capital, and technology management elements of the agency. Drove results by establishing and chairing a cross agency mission assessment working group that designed and implemented the framework for all position requirements and captured them in a dynamic database to meet the mission needs of today and tomorrow.

• Led a division of 225 personnel working from 3 locations serving as NGA’s focal point for providing 24x7 full-motion video (FMV) analysis to track and monitor terrorist targets in direct support of Department of Defense (DoD) missions and operations. Oversaw the creation of tailored analytic products to enable mission planning and execution of DoD special operations critical focal areas. Enabled surge capacity to support the larger DoD processing exploitation and dissemination federation as needed. • Developed strategies and programs to prevent and stem counterterrorism. Worked closely with counterterrorism leaders across the IC, DoD and across international partners to build highly valued, cohesive and coordinated analytic assessments, including pattern of life analysis that proved to be essential for senior policy makers and warfighters in the pursuit of combating and getting ahead of extremist violence. • Responsible for planning, directing, and evaluating work that included managing and supervising other managers. With this fourth division/office level assignment, demonstrated increasing levels of responsibility as a manager, and an outstanding record of successful professional performance. Oversaw and directed the training and development, administrative, and day-to-day operations of the division by working with the Human Resources directorate, the GEOINT college, and other enabling staffs.

Managed community resources to assist agencies and law enforcement in response to manmade and natural disasters. • Led agency interactions and managed two analytic positions with the White House Situation Room resulting in greatly enhanced geospatial contributions to the most senior US decision makers. As both manmade and natural disasters presented the need for global GEOINT support, I gained solid foundation and knowledge of emergency management and disaster recovery programs, including relationships between local, state, tribal and federal government entities.• Served as an agency exemplar for how to recruit, train, and staff a 24x7 workplace, resulting in significant improvements to how NGA manages its 24x7 analytic program.
