For the next five years, focused on preparing the 10,000 members of the CSUSM community to respond to such an attack. CSUSM became a leader in Active Shooter Preparedness, was named the Safest Campus in California in my last two years as Chief, and was accredited by the Commission on Accreditation for Law Enforcement Agencies, an honor held by less than 1% of campus police departments nationwide.

After the first three months of command, I put together a comprehensive analysis of bureau business processes, and implemented a complete change in direction. The results have made a positive impact in the community, and this caused City Council to double the size of the bureau.

Created an anti-violent crime program that was named one of the top ten most innovative policing programs of the year by the International Association of Chiefs of Police.
