This includes a medical/dental clinic, regional public health laboratory, veterinary clinic, multiple office buildings, remote labs, and a dental clinic geographically separate dental clinic in Okinawa. Supervised the completion of a $29 million major renovation of the primary medical and dental clinic, and the completion of a $3 million major renovation of the veterinary clinic. Responsible for ensuring all facility related TJC (medical accreditation) requirements were met and accurately documented. The results of the Feb. 2017 TJC review included no findings related to facilities. Responsible for all work, whether maintenance, repair or new construction within MEDDAC-J. Performed building/system audits, analyzed current/past consumption, utilized temporary measurement devices, and interviewed personnel to determine if there were cost effective measures that could be taken to reduce consumption. Developed specific construction/repair projects based on this information, from initial concept, design/product specifications, developed 1391's, worked with designers, reviewed designs, reviewed contracts, reviewed bids, coordinated with contractors, verified work progress, and performed final inspections.Submitted these projects through various funding mechanisms available within the DoD.Developed Measurement & Verification (M&V) plans for all energy/water conservation projects.Submitted reports related to these activities to higher level authority Assisted the Utility Director with development of capital improvement projects, utility plant management, utility system maintenance/repair, and personnel issues/staffing. Acting Utility Director for 4 months.Developed over $32 million worth of projects in 3 years.Lead team member involved in developing a regional $50-$55 million ESPC.Project Manager for the Advanced Meter Infrastructure initiative on Atsugi, valued at over $7 million.Developed a master plan for the centralization of all utility and building controls within Utilities Dept.Partnered with PNNL to improve HVAC cooling tower maintenance, leading to Dept. of Energy funding an online O&M training specific to common/particular DoD issues. Was billed as the Energy Conservation Officer. Developed a Building Energy Monitor Program that was so successful, it was featured at the 2010 GovEnergy Conference and is still used as the guide for all Army bases world-wide to follow. Developed energy projects and assisted in a wide variety of additional utility projects worth into the hundreds of millions of dollars. Was the COR/PM for the Advanced Meter initiative throughout USAG-HI, worth nearly $7 million. Was the COR/PM for a retro-commissioning projects worth over $1.5 million. Wrote a white paper and was awarded a Dept. of Energy grant to conduct and energy/water conservation awareness campaign. Wrote a white paper that convinced the Dept. of Energy to fund a 3 day energy/mold related design training in Honolulu. Provided the lighting training to this audience of over 90 mostly engineers/architects. Wrote a white paper that along with 2 others convinced the Army Corps of Engineers to change some of their water conservation policy. Implemented numerous O&M improvements that had significant measurable savings in energy/water consumption with little or no increase in O&M costs. Conducted over 200 building energy audits.
