Provide litigation support, research or consultation, specializing in epidemiology and statistics. Manage programs or project teams, and perform data mining of large data bases, product-related hazard analyses and consultation, evaluate manufacturer test data and procedures, evaluate regulatory changes, conduct tests on products for performance & safety. Also manage outcomes analyses, comparative risk analyses, liability, health and safety analyses, human factors analyses and cost benefit analyses. Provide written reports on tests and analyses, and assistance in case development for litigation through expert reports or testimony. Design complex analytical and prediction models employing tools to address convoluted issues and solve multi-dimensional problems or questions for clients. Designed and/or directed and managed through four subordinate, cross-functional divisions, statistical, epidemiological, outcomes and human factors studies and research on accidental illness or injuries. As CPSC’s Director of Epidemiology, I ensured appropriate analysis and interpretation of statistical and other research data for Commissioners. Also served as Chairman of the Interagency Regulatory Liaison Group’s Epidemiology Team, and was the principal architect of Guidelines for Documentation of Research adopted by CPSC, FDA, EPA, OSHA and DOA’s Food Safety & Nutrition Service. Developed and helped defend the annual budget for CPSC-wide research activities. Represented CPSC at international meetings involving issues focusing on product-related illness and safety hazards, statistics, epidemiology, outcomes research and data collection. I collaborated with other technical units of CPSC on the development and evaluation of remedial strategies and outcomes analysis. Set statistical and research policy for CPSC and coordinated analytical activities with other Federal agencies. I served as a member of the Technical Advisory Committee to the Center for Violence and Injury Prevention at the National Centers for Disease Control, advisor to the National Association for Prevention of Blindness, and as member of the Executive Advisory Board for the 1980 and 1990 U.S. Decennial Census. MAJOR ACCOMPLISHMENTS: Established CPSC’s reputation for scientific integrity and provided quality data for use by sister agencies. I refined the National Electronic Injury Surveillance System (NEISS) to enable its use for the collection of injury data on behalf of other Federal agencies, thereby saving $40 to $60 million taxpayer dollars annually, and established a model for other surveillance systems developed in its image throughout the modern world.
