Serves as a Program Analyst for the U.S. Army Operational Test Command (OTC) Director of Operations (G3) in the Test Division's Policy, Procedure, and Editing (PP&E) Branch. Advises the OTC leadership on aspects of Test Officer, ORSA, and Test Non-Commissioned Officer training, education, and professional development. Maintains continual contact and coordination with key personnel from Army Test and Evaluation Command (ATEC) Headquarters (HQ) staff elements, other ATEC subordinate organizations, OTC Test Directorates, and external organizations to synchronize activities and assist in the execution of test planning, execution, and briefing activities. Leads and coordinates quick-turnaround, far-reaching responses on multiple external and internal taskers and Requests for Information (RFIs). Works independently to analyze and convert broad guidance to specific individual tasks for Directorates and other staff elements. Conducts mission analysis consistent with the Military Decision Making Process, resulting in the preparation and publishing of Operational Orders (OPORDs), Operational Plans (OPLANs), Warning Orders (WARNOs), and Fragmentary Orders (FRAGOs) as well as other operational products consistent with the Commander’s intent. Initiates internal OTC actions, consolidates input, and enforces timely completion and quality responses from OTC Test Directorates and staff personnel. Routinely coordinates with and participates in engagements with external partners including Director of Operational Test and Evaluation (DOT&E), Army Futures Command (AFC), Deputy Undersecretary of the Army for Test and Evaluation (DUSA-TE), Assistant Secretary of the Army – Acquisition, Logistics, and Technology (ASA-ALT)), Program Executive Offices, and other Department of the Army Staff.
