Operationalize and tailor WFP's corporate strategy on country capacity strengthening to the West and Central Africa Region, and provide support to the 19 Country Offices under the Regional Bureau Dakar (RBD). Support to Country Offices covers the development of country capacity strengthening portfolio strategies; diagnostics of government and non-government actors' capacity and capacity needs assessment; and development and implementation of country capacity strengthening. The region provides a very interesting challenge for country capacity strengthening, as it takes place in countries with such diverse development and security stages, ranging from relatively stable lower middle income countries to fragile and conflict-ridden states. I borrow heavily from approaches that focus on structured, bottom-up problem identification and an iterative approach to find solution. These include the Problem-Driven Iterative Adaptation (PDIA), Design Thinking, and Systems Approach.

Developed institutional strategic framework, set up and continuously improved business process, measured organizational impact, and facilitated internal learning. Transitioned Pulse Lab Jakarta from an "innovation lab" that focused on producing and showcasing prototypes to an "analytic partnership accelerator" that prioritized the adoption of innovations that leveraged Big Data, AI, and Service Design by government agencies and development partners.Part of the UN Global Pulse Network, Pulse Lab Jakarta was the first innovation lab of its kind in Asia. The Lab worked to harness the potential of Big Data and Service Design to improve public service, development work, and humanitarian effort. We set ourselves apart from other innovation labs by not focusing on churning out as many innovations and prototypes as possible, but instead strategizing and working closely with government counterparts and development partners to ensure that those innovations are truly adopted. By prioritizing quality (adoption and uptake) over quantity (number of prototypes and studies), we were able to better ensure that the potential of Big Data and Service Design in improving people's welfare could be fully realized.
