Chief Tappan was the Acting EMS Chief for GW Kuwait EMS operations when I arrived as a paramedic 13FEB2011. Right away it was evident that he was an exceptional leader, manager and very knowledgeable EMS officer. It was his guidance and mentorship that had me up to speed as an ALS provider in a foreign country within a very short time. He promoted me to the position of EMS Captain a few months later, and was instrumental to my adjustment to this new role. I found him to be consistently caring, compassionate, and professional. Rick is a knowledgeable and dedicated leader that understands the importance of customer service. It was my privilege to serve with him, and would most certainly recommend Chief Tappan for any role that he would be interested in serving.
