      Administered a $3M annual contract between the UAMS College of Pharmacy and the Arkansas Medicaid Program. Developed and implemented from the ground up a new managed care program (EBRx) for Arkansas Medicaid recipients. EBRx was a unique process of formulary development that used local physicians and pharmacists to evaluate comparative efficacy data for prescription medications in the same therapeutic class without any financial consideration. After a comparative effectiveness determination was made, a second committee of physicians and pharmacists made a cost determination within the parameters established by the comparative effectiveness committee. I was responsible for all aspects of the program. In addition to development, implementation and operation, I ran a pharmacist-staffed prior authorization call center and led an outreach effort to educate providers and pharmaceutical manufacturers about the program. I also provided periodic reports to the Arkansas Legislature and the Arkansas Medicaid Program. The program has to date generated approximately $100M of savings to the Arkansas Medicaid Program.       Led group of 184 independent pharmacies in Arkansas. The group previously had 50 percent ownership in a regional pharmaceutical wholesaler, Walsh-Heartland, LLC. Prior to my hiring, Walsh-Heartland was sold to D&K Wholesaler in St. Louis, Missouri. I was tasked with negotiating a prime vendor agreement with D&K and transitioning the group to a traditional buying group, which required corporate restructuring. During my tenure, I was successful at negotiating an aggressive buying contract with D&K and leading the transition to a new corporate structure. Show less
