      OSF biography- Rich is a community organizer that has concentrated on reducing mass incarceration of minorities by professionalizing internal affairs investigations to detect false charges by officers and thus avert wrongful convictions and incarcerations. He took it a step further by reviewing police use of force and citizen complaints of use of force as an example where officers may abuse their authority and present false charges. Through his work and research as a Soros Justice Fellow, Rich has been successful in reaching law enforcement officials interested in less-lethal force options and employee accountability mechanisms. He shares data with police executives so they make informed decisions on policing techniques that affect community perceptions and realities. Since 2013, the New Jersey Office of Attorney General has adopted many of the reforms Mr. Rivera advocated for in his OSF research. Show less
