I conducted a Feasibility Study for Design and Implementation of Single Registry of Beneficiaries and Social Safety Net for Low-Income Families in Uzbekistan. I designed a methodology for feasibility review and conducted interviews with key stakeholders. The initial results of the feasibility were presented to the round table Social Protection Interim Group, a session, I facilitated. Outputs: [A Feasibility report including an institutional review, an assessment of social providers in Uzbekistan, case studies based on a literature review, Management Information System models, costing and scenario analysis and recommendations on next step; Terms of Reference for the Information Technology company for developing the Single Registry software and network system]

Designed and developed a Management Information System for the Zimbabwe’s Harmonised Cash Transfer Programme. Reviewed existing databases used by PRP, the CRS pilot, the Concern pilot and the Governments own national data base for BEAM. Based on the assessment, I documented functional specifications and developed an MIS for Harmonised social cash transfer programme at Ministry of Labour and Social Services. Outputs: (i) Prepared a situation assessment report of the existing databases including functional requirements for the Harmonised Cash Transfer Management Information System (ii) Developed and implemented a comprehensive Management Information System for the Harmonised Cash Transfer Programme]

I was contracted to assess the quality and use of the Benazir Income Support Programme Management Information System, its fraud controls and access regulations as well as its user friendliness and implementation. In addition, the BISP’s plans for the expansion of the system with a particular focus on the introduction of co-responsibility payments, was assessed. I was engaged by World Bank to develop a technical framework for the new single Management Information System for Seychelles’ Agency for Social Protection. Provided detailed guidance on (i) best technology platforms for the Seychelles’ based on analysis of two legacy Database platforms that were being maintained (ii) Establishing a framework for linking and automating the transfer of data between the ASP single MIS and other necessary Government databases. Outputs: [Conducted a review of the existing databases hosted by government Ministries and prepared memorandum of understanding and protocols for data sharing between Agency for Social Protection and other Government Databases. I also prepared a report detailing the analysis of the two database options and proposed way forward based on the stakeholder consultations and professional judgement]

Hunger Safety Net (HSNP) is a program of the DFID developed with a mandate of delivering long-term guaranteed cash transfer to chronically food insecure households. The program works with other social protection initiatives run by the Government of Kenya and other donor agencies that purpose to eradicate poverty and reduce inequalities. The first phase of the program provided cash transfers to 60, 000 households in the northern part of Kenya. I designed and developed the open source Management Information System for the Hunger Safety Net Programme. The MIS solution was used during the pilot phase to support programme functions including biometric-based payment solution.
