I had the pleasure of working with Rob at DOT's Pipeline and Hazardous Materials Safety Administration (PHMSA) from 2012 - 2016, both as a colleague and later as his employee. Rob quite simply was excellent in both capacities. Working together on numerous high-visibility and technically-complex projects with him as a colleague, I witnessed his ability to effectively and efficiently manage these projects in continually changing, tight political situations. Rob was able to engage the entire team to produce quality analyses that ensured safe transportation of hazardous materials, perhaps most notably on high hazard flammable train rulemakings. He has superior organizational skills and an ability to stay calm under pressure and diffuse tension. I have always appreciated his willingness to go the extra mile to assist a colleague to come through with their part of the work. Midway through our time working together, Rob's skills were recognized in a promotion where he became my supervisor. I quickly found working for him as an employee to be every bit as easy as working alongside him as a colleague. When Rob became my supervisor, I was in the process of developing an environmental program for the Agency. He provided the support I needed at critical junctures to move the program forward with predictive analytics and the National Environmental Policy Act (NEPA). I will always be grateful for Rob's support in helping me to overcome obstacles, allowing me to succeed in using my skills to their full advantage to forward the Agency's mission. I left PHMSA for a job overseas and was very sad to have to say goodbye to a supervisor like Rob; they don't come along every day. The future truly holds great things for him.

This initiative was a multi-agency effort designed to improve the safety of the nation’s transportation systems in response to increased energy production. In this capacity, advised, counseled, and instructed senior leadership on regulatory and policy matters related to this high priority issue. ▪ Collaborated with senior PHMSA officials and the Office of Chief Counsel to develop and support transportation reauthorization legislation efforts (FAST Act / GROW AMERICA Act).
