• Oversee Disaster Recovery Program for four (4) Counties and assist on a pilot program for Galveston County. Funded by Housing and Urban Development’s Community Development Block Grant – Disaster Recovery (CDBG-DR) funds. The Pilot Program is a rapid re-housing program that will provide modular homes for 10 clients in Galveston County. Program is designed to build a core unit as soon as disaster occurs and contractors are able to get into affected areas. Once the core unit is built the family will move in and as funding becomes available additional rooms will be added on to the core unit, based upon family size. • Maintain oversight of process until completion and closeout • Qualify clients for housing rehabilitation or reconstruction services, necessitated by natural disaster. Process includes reviewing income and asset documents, child support, proof of residency and ownership. Coordinate initial inspection, environmental review, and contractor for work write-up contingent on eligibility. Notify homeowner of acceptance or denial in program. Provide information to the Texas General Land Office (GLO) and then issue a notice to proceed. Review payments request for accuracy and process invoices and draws. • Prepare monthly “Housing Data Reports” giving client status updates to the GLO • Coordinate Community Outreach and set-up “Intake Days” at local community centers, churches, city halls and expos. Upon completion of the visit, prepare a report containing the results of the visit and any corrective actions that maybe required of the subrecipients. • Provided ongoing technical assistance and guidance, both verbally and in writing, during grant life cycle from application to close out of grant in portfolio. Researched and discussed complex matters that may require input from other City departments and HUD divisions. Once research was completed, identify possible remedies and discussed results with management to ask for buy-in regarding proposed solutions. • Prepared Consolidated Action Plans, annual Action Plans and Consolidated Annual Performance and Evaluation Reports (CAPER) for compliance with statutory and regulatory program requirements for entitlement communities. • Processed annual entitlement grants and renewal grant agreements for subrecipients. • Researched regulatory and statutory information to provide ongoing technical assistance to portfolio proactively or in response to requests regarding new projects or to address monitoring findings. • Worked with subrecipients, city departments and contractors in efforts to achieve timeliness goals including HOME deadline compliance and CDBG timeliness test in compliance with regulatory requirements. • Provided routine updates to portfolio members regarding regulatory changes, system changes, Show less
