Richard Rinehart, ScD
Ratha is one of the most advanced thinkers and designers of complex monitoring and evaluation (M&E) systems among all the local and expat M&E experts in Cambodia. We worked together on a multi-donor, multi-partner initiative in Cambodia and he led our efforts to develop a system to capture data and assess the cumulative impact and learning of many parallel actions focused on a common agenda. On his own initiative, he reached out to some of the leading M&E experts in the world to learn new approaches for 'shared measurement' for multi-sector initiatives. Through these connections, he attended a training workshop in Canada hosted by the Tamarak Institute called "Evaluating Community Impact." Ratha is gifted in designing from scratch or using existing software to set up web-based databases, mobile data collection instruments, mapping through geographic information systems (GIS), electronic surveys, M&E tracking systems, ways to visualize data, and more. He also understands the needs of project implementers, and how to make M&E easy for them to understand, use, and benefit from -- this is very important for the success of any M&E system. He is also a really nice guy and fun to work with. I highly recommend Ratha.

In this position, I worked with multi-stakeholders around 20 implementation organizations and approximately 50 other partner organizations from multi-sectors (education, health, nutrition, child protection, migration, and cross-cutting disability, gender, and youth participation) in Family Care First Initiative to support them in developing theory of changes, M&E frameworks including Performance Monitoring Plans, Indicators Tracking, Reviewed Grantees’ Narrative and Financial reports. In addition, I coordinated the technical team to identify the research studies to fill evidence and data gaps for the whole initiative. Finally, I lead the technical working group in designing high level of measurement called shared measurement systems which is one of the five core conditions of collective impact approach. Coordinated the workshop to identify the shared outcomes and common sets of indicators to track the progress toward the goal, develop data collection tools, train partners M&E staffs to use modern technology in collecting data with quality and accuracy and maintain the systems. For almost five years, I have served as the Monitoring and Evaluation ﴾M&E﴿ Manager for a national program called School Dropout Prevention Pilot Program ﴾SDPP﴿ with KAPE, a local NGO. SDPP is funded by USAID. In this position, I have developed the M&E framework for implementing to meet the project objective and research methodology and design for baseline survey, mid-term review, follow up, and final evaluation to measure the success of the project. I have established a database system that integrates a variety of types of M&E data into a common, exploitable platform, and have provided guidance and training for staff in its use. Training has focused on strategies for data management and analysis, consolidation of key findings, and formats for reporting to a variety of audiences. Moreover, I have led a variety of data capture exercises, including the coordination of large‐scale data collection, training and supervision of data collectors, forms management, data entry, and the use of Data Quality Assurance ﴾DQA﴿ systems. Finally, I have been responsible for the overall design of program M&E systems, including indicators, performance monitoring plans ﴾PMPs﴿, and guidance to project staff on PMP implementation.
