Created and implemented a strategic plan and developed an effective and collaborative relationship with the Board of Trustees. Manage an overall annual budget of $100MM, with an operating expense budget of $75MM, with a net revenue over expense of $2-3MM per year.Approved for a $10MM unsecured Line of Credit from a major US commercial bank.Function as Chief Investment Officer for 2 separate pension funds which covers over 800 employees.   2002-2005 * Served on Assemblyman Peter Rivera's Task Force for the NYS Assembly Committee on Mental Health, Mental Retardation and Developmental Disabilities. The committee analyzed the state wide Mental Hygiene practices to help chart a new direction for the NYS Mental Health System. 2002 * Gave testimony before the Speaker of the Assembly and the Assembly Committee on Insurance, speaking on the issues of escalating insurance costs, the difficulty of obtaining coverage at any cost, and its implications for PSCH and social policy. 2002 * Presented a white paper "Recommendations for Reform in the Adult Home Industry." Addressing the need that many individuals living in Adult Homes require OMH Community Residences.; Gave testimony to the Assembly Ways and Means Committee and the Senate Finance Committee on Governor Pataki's proposed budget.
