I lead, plan and manage the development and implementation of strategic policies that enable Defence to effectively manage the applications of Afghan locally engaged employees (LEE), including interpreters and instructors who provided critical support to the Australian Defence Force and Australian Government agencies in Afghanistan. Many of these employees were placed at significant risk of harm by insurgents in Afghanistan, due to the highly visible and dangerous nature of their employment. It is imperative for the Government to conduct this process with a high level of discretion, given the sensitivities and risks involved for the applicants and their families. Show less

I lead, plan and manage the development and implementation of strategic policies for Australian Defence Force operations and the broader coalition to ensure Australia's reputation as a reliable partner is maintained, and that Australia is seen as an active contributor to global security. I also lead, plan and manage the development and implementation of strategic policies that enable Defence to effectively manage its engagement with coalition partners, including through dialogues and consultation mechanisms. I influence and shape key partnerships with internal and external stakeholders., I administered Australia’s $100 million contribution to the NATO-run Afghan National Army Trust Fund, including the selection and allocation of funding to projects, and ensuring flexible, transparent, accountable and cost-effective measures for implementation. As part of the wider international community, we contribute to developing appropriate, coherent and effective funding mechanisms and expenditures arrangements for all strands of the Afghan National Defence and Security Forces. I led the development of the Naval Shipbuilding Plan which provides the foundation for implementing the Government’s commitment to the greatest regeneration of our country’s naval capability since the Second World War. As Director Engagement and Reporting, I was responsible for establishing the systems for tracking implementation, and monitoring progress against the required milestones. I was appointed to inquire into the simplification of administrative requirements, legislative obligations and policy implementation; and to make recommendations for initiatives to reduce the administrative burden without undermining public accountability across People Policy & Culture Division. I reviewed policies, processes and procedures with a view to determining in each case whether elimination or simplification could occur without material impact and recommended practical measures to alleviate the compliance costs of red tape on the Division. I was appointed to this position to establish and develop the new corporate WHS Investigation capability within WHS Branch including the development of business cases for FTE and resources. Whilst acknowledging the focus on WHS investigation, reduction and prevention programs are important elements of WHS that also need addressing in order to be fully compliant with the legislative requirements. Hazard Reduction Programs and prevention of recurrence are also logical progressions from the corrective action recommendations of an investigation. Taking this into consideration, and in order to ensure Defence meets its legislative requirements using a comprehensive solution which addresses all levels of the Defence WHS Maturity Model, I lead a small, high performing team designed to address Element 15 – Incident Management of the WHS Management System. In this position, I assisted the Senior Physician in Occupational Medicine in the implementation of comprehensive occupational medicine and occupational health programs across Defence and, at times, acted as his Staff Officer. I contributed to the development and maintenance of policy, processes and procedures to ensure governance of occupational and environmental medicine and occupational hygiene in Defence and interpreted the legislative, regulatory, and medico-legal aspects of occupational and environmental health and safety. I was tasked with the initial development and management of the Defence Occupational Hygiene Management System – a comprehensive occupational hygiene capability to enable Defence to test, monitor, analyse, evaluate, recommend and educate its workplaces regarding occupational hygiene hazards in order to meet its legislated Work Health and Safety (WHS) obligations. I was previously responsible for establishing and managing the Jet Fuel Exposure Syndrome Study – a multi-year, multi-million dollar collaboration with the Mater Medical Research Institute investigating the genetic effects of jet fuels and F-111 Deseal/Reseal chemicals. I was also called upon to advise on the effects on humans of physical, chemical, biological, psychosocial and mechanical factors, arising from industry and the general environment as well as liaising with Defence agencies, government departments, national industry representatives, relevant external agencies, universities and professional associations on matters relating to occupational and environmental medicine and occupational hygiene in Defence. I have also completed the ADF NBCD Medical Officer Course and have been required to respond to enquiries in this domain. Show less
