  I am a principal in the Policy and Health and Welfare practice groups at Groom Law Group, Chartered. I advise insurance companies, employers, third party administrators, trade associations, and other corporate clients on a wide range of federal tax issues affecting health and welfare plans. My passion is working closely with my clients to develop personalized legislative and regulatory strategies that advances their interests within the larger framework of sound public policy. I represent clients in front of key committees on Capitol Hill, the applicable Federal Agencies (Treasury, IRS, DOL, HHS, and OMB), and the White House. I have deep technical expertise in the taxation of health and welfare plans, including the “Cadillac Tax”, employer shared responsibility, the tax reporting requirements of the Internal Revenue Code sections 6055 and 6056, and premium tax credits and cost-sharing reductions. I also work with cafeteria plans, tax nondiscrimination rules, fringe benefits, and VEBAs. My expertise extends to retirement plans, where I advise clients on executive compensation, qualified plans and pension plan funding issues.

  I served as Legislation Counsel on the staff of the Joint Committee on Taxation, a nonpartisan bicameral committee of the U.S. Congress. While working for JCT I was involved in a number of legislative projects including the Patient Protection and Affordable Care Act, the American Recovery and Reinvestment Act of 2009, and the Emergency Economic Stabilization Act of 2008. In addition to working on legislation, I helped prepare written explanations of pending legislation and current law on topics ranging from executive compensation, to pension funding, to the taxation of health care.
