Lead technical expert responsible for providing strategic leadership and oversight on all strategic information functions of the USAID-funded Empowered Children and Adolescents Program I (ECAP I) in 13 high HIV burden districts in the Copperbelt, Luapula, Northern and North-western provinces of Zambia. Provide technical expertise in the development and implementation of the overall MEL strategy for the USAID ECAP I across 100 health facilities in 13 districts. Lead the annual project’s planning and budgeting process ensuring that the project’s activities and interventions are aligned with the MOH, PEPFAR and COP guidelines, as well as the overall project design, scope, and the Theory of Change. Support all project sites in developing quality control systems and mechanisms to ensure proper management of information and data. Build capacity of program, sub-partners and health facility staff in M&E by developing and implementing capacity building initiatives to increase/enhance competency. Provide technical support to program staff, sub-partners, health facility, and case workers in OVC case management and data management through supportive supervision. Support the development of technical briefing papers and other publications for innovations to draw lessons learnt for sharing with relevant stakeholders. Conduct quality assurance and quality improvement (QA/QI) at all project sites, ensuring that USAID-approved evidence-based project models are implemented with fidelity. Lead evaluations and special studies for demonstrating program impact, efficiency, and sustainability. Support the development and management of project clientele and other databases for data management and ensuring data quality through database and system audits. Participate in provincial and national Technical Working Group (TWG), routine coordination meetings and international events with key stakeholders, ensuring representation of the project and showcasing project’s achievements.
