I am an animal nutritionist. I was in Bangladesh six times as a volunteer for Winrock on USAID’s Farmer-to-Farmer program. A volunteer is at the mercy of the project leader to arrange the contacts. Dr. P. K. Barua arranged for me to work with the three largest feed companies, a large dairymen who was also the president of 29,000 Bangladesh dairy men/women, CARE-Bangladesh and the largest processor in the country of milk. Dr. Barua is a good organizer, leader and representative of the company for which he works. I recommend him highly for a management position!

When hired by Winrock International in 1999, Dr. Barua was assigned to lead the USAID funded Farmer to Farmer program in Bangladesh. Under this program, Dr. Barua and his staff developed scopes of work and assignments for US based experts to assist agricultural programs and related business and development activities. Dr. Barua helped to design and implement numerous successful volunteer consultancies in Bangladesh and as a result assisted thousands of people to improve their wellbeing. He became well known in the private sector and NGO sector including USAID and USDA. When Farmer to Farmer program funding was stopped in 2008, Dr. Barua was promoted to lead the overall Winrock International agriculture program effort in Bangladesh and to also serve as Winrock Bangladesh Country Representative. During this period of time, Dr. Barua led a staff of over 40 people to implement programs funded by USAID, Swiss Contact and USDA. These programs included country wide work in shrimp, prawn and fish culture and marketing, maize production and marketing, poultry health and production, and integrated systems to increase farmer income and food production. Dr. Barua also was a successful team leader in several new proposal efforts that recently included Katalyst project funding renewal, a USDA Food for Progress proposal funded at $4 million and the 2010 renewal of the Farmer to Farmer program in Bangladesh funded by USAID at $6.0 million. Additionally during his tenure, Dr. Barua led administrative efforts to reorganize the Winrock Bangladesh offices and put into place new procedures to assure compliance and accountability of staff and budgets. Dr. Barua’s integrity is unquestionable. He is respected by his staff and well known throughout the NGO and agriculture community in Bangladesh.
