Key Roles and Responsibilities: 1) Develop and implement procurement and contract strategy after coordinating with project managers. 2) Identify and work with external stakeholders for effective procurement of goods and services at optimum price, quality and time to meet project schedule. 3) Keep an update on current market trends on new developments in goods / services / suppliers / contractors including price trend. 4) Evaluate commercial and contractual bid documentation, co-ordinate inputs from technical and other functional stakeholders. 5) Undertake fair negotiations with suppliers / contractors for price and secure optimum commercial and contractual terms in conjunction with taxation and legal authorities. 6) Assist contract managers to ensure internal financial controls and procedures are met in line with company’s policies and procedures. 7) Mitigate risks involved in pre and post awarded contracts. 8) Prepare detailed evaluations, contract documentation and note of recommendation for final award of contract. 9) Undertake ongoing contract and purchase order administration including price variations, contractual claims, control of contract expenditure & other contractual notices. 10) Provide advice to contract manager and other functional departments; ensure proper document control and contract closing. 11) Compliance to audit procedures, internal and external audits in-line with organization’s policies and procedures. 12) Maintain contractual records, such as receipt and control of all contract correspondences, contractual changes, status reports and other documents for all projects. 13) Life Member of Indian Institute of Material Management (IIMM) - India. 1) Involved in procurement of project specific capital goods, heavy commercial vehicles, imported equipments, spares, plant and machinery for infrastructure, construction and hydro power projects. 2) Release of Purchase Order (PO) and Service / Work Orders (S/WO) to domestic and global vendors for the procurement of materials through system based Enterprise Resource Planning (ERP) package. 3) Liasioning with NHAI for obtaining excise and customs duty exemption certificates and necessary certificates under EPCG scheme for infrastructure and construction projects funded by Asian Development Bank (ADB) on Build, Operate and Transfer (BOT) basis. 4) Follow up with the vendors for timely delivery of materials at designated project sites and processing payments as per contractual terms against confirmed receipt of materials at site. 5) Liasioning with customs authorities for delivery of imported materials, plant and machinery etc at sea / air port and processing the customs duty under normal case and Export Promotional Capital Goods (EPCG) Scheme basis. 6) Reviewing and processing dispatch documents received from vendor or applicant's bank to customs authorities for clearance of imported materials from the port. 7) Generating periodical reports of open / closed purchase and work orders for review at HOD level. 8) Monitoring stock position of various consumable materials like cement, TMT Steel, Structural Steel, High Speed Diesel and Bitumen by project wise on daily basis through site reports for future materials scheduling. 9) Liasioning with cross functional departments for effective implementation of tasks. 10) Extensive usage of system packages like ERP, MS Word, Excel and PowerPoint.
