I've worked with Dr. Phyo Thet for Programme Evaluation of Malaria Consortium Integrated Community Case Management Implementation Pilot Project in Myanmar in 2019. As an evaluation consultant, Dr. Phyo advised us on the evaluation framework, the development of key evaluation questions through a consultative process, the development of evaluation tools, and the training of a team of the data collectors and field officers. Dr . Phyo's expertise in programme evaluation with a good understanding of the nature and context of community-based projects in limited-resource setting, sound knowledge on health stakeholders and how to best translate programmatic learning to support policy decision-making are commendable. His knowledge on qualitative research coupled with how to manage an evaluation project, from technical to field implementation allow the evaluation to meet all desirable timeline without any derails. Furthermore, the quality of the final publication was well received by the Ministry of Health and Sport, Myanmar during the dissemination stage and he laid out a clear road map for uptake of the key learning.
