Phil led the West Florissant Avenue Great Streets project in Ferguson and Dellwood, Missouri. The Great Streets Initiative embraces the notion that streets can be re-imagined to strengthen communities through enhanced connectivity, improved economic development, and increased aesthetic appeal. Phil's leadership on this project resulted in community consensus around a Master Plan that integrates Public Transit and safe and functional accommodations for pedestrians, bicyclists, and motorists. Funding for design has been secured and design efforts are underway. Phil's dedication to the community and project team and his mastery of the planning process were instrumental to this highly successful project.

      Phil managed the Urban Parks Institute for seven years, with funding from the Wallace Funds (1996 - 2003). The Institute was a clearinghouse of best practices in urban parks and provided assistance and networking opportunities to 19 grantee parks across the U.S., including New York’s Central Park, San Francisco’s Golden Gate Park, and St. Louis’ Forest Park. As responsible for creating a central hub of best practices to inform the most important urban parks in the country, he became a national expert in park design, programming, management and public involvement process, and more. In addition, Phil organized seven national conferences under this program, titled Great Parks / Great Cities, which became a new standard for conferences that address the specific issues to do with urban parks.
