I found Phillip to be an exceptionally talented individual. He was responsible for building the IT department and successfully delivering several large scale processing applications. Delivering large systems with a seasoned development team is in itself a complex, high-risk undertaking, but delivering such systems while building up development teams needs to be recognized as superior performance. Phillip demonstrated this ability. He has a strong leadership style and a strong technical foundation -- two skills that are critical for leading successful IT teams. I also found Phillip to be always fully aware of the business rationale and value of his technology initiatives. He is a seasoned IT executive who I would gladly recommend for a C-level technology role.
