Phil is both a ‘thinker’ – with the ability to think deeply and innovatively about issues, to then design and communicate a solution and strategy that address these issues – and a ‘doer’ – with a deep desire to see tangible, measureable outcomes, that deliver against this strategy, and achieve the desired outcomes.

Murray Irrigation is Australia’s largest private environmental and irrigation water company. It delivers water to the farmers who grow Australia's breakfast, lunch and dinner. It has a high performance, no-nonsense operational culture focused on delivering for our farmers, the community and the environment. As CEO, arriving during a period of severe drought, I led a period of change to enable the company to re-enter river policy and politics with win-win strategies to bring more water to the Southern Riverina; we did this by promoting two major projects and a set of policy positions. The company won funding support for the first of these projects in 2021 and has recently received commitments for the second. During a challenging period, moving from drought to plenty, our teams did their job and both our operational and infrastructure performance were excellent. Our success will contribute to the sustainability of profitable farming in the Southern Riverina and the survival of its magnificent wetlands. Show less

LMW provides utility services from the Victorian border with South Australia to Swan Hill and Kerang. The corporation has two main businesses, urban and rural. It administers licensing and entitlements for private diverters, reuses urban wastewater and advocates for policy for the river. The successful $120m Sunraysia Modernisation Project was completed and funding won from Commonwealth and private investors for the follow on 'SMP2'. Our key irrigation districts were rejuvenated to sustain economic development, in partnership with our horticultural customers. As MD I led a period of revitalisation of our culture and improvement of our safety record. We worked to increase our diversity and prepare for climate change and a zero emission future. Show less

Following success in a previous consulting assignment, during which I worked closely with the Managing Director of United Utilities Australia, I moved to a full time business development role. This was centred on a proposal for a desalination plant and pipeline in Western Australia, providing process and potable water for the use of miners and communities. The role required maturity and autonomy and included: • project strategy; • project management including budget; • team leadership ( of 15 professionals including engineers, economists, accountants and lobbyists); and • project promotion, all stakeholder management, marketing, public relations including media, lobbying and public meetings, regulator management and interfaces. Achievements Goldfields infrastructure project: o winning the argument: convincing key stakeholders (Government, mines, communities) of the need for Goldfields project; o development of media, resource sector and community support; o reversal of economic regulator’s interim findings to a positive final report in 2005; and o preferred tenderer status in December 2006 Commercial and relationship development of regional wastewater upgrade and operations project Acquisition review of Australian market Show less
